In SCCM Console go to Site Database, Computer Management, Operating System Deployment, expand Operating systems then go to boot image.Select boot image and right click then go to properties. Under properties goto Windows PE tab and select the Specify the custom background bitmap then browse to the image location.
Make sure that the the path is an UNC path and image should be in .BMP format.
