The Software change returned error code 0x658(1624)

I tried to install a simple msi with mst and with error logging.
       Unable to make changes to your software
       The Software change returned error code 0x658(1624)

 

Surprisingly it kept failing with 0x6581624, which indicates failed to apply the transform file.

ERROR_INSTALL_TRANSFORM_FAILURE1624 (0x658)
Error applying transforms. Verify that the specified transform paths are valid.

I have reviewed the commands over and over but still the same. So finally tried to run the full command using command prompt. It failed again saying the path not found.
So I have removed the logging option then ran it. This time it worked without any issues.
So the error indicates about the transform but actually it is the log file location which doesn’t exist
