MMC crashing after re-installing WSUS

MMC console will crash after re-installing the WSUS and while running the WSUS post-install configuration.

The event viewer will show event ID 1000 with Faulting application name: MMC

Faulting application name: mmc.exe, version: 6.3.9600.17415.

Faulting module name: KERNELBASE.dll

If we use procmon when the MMC is crashing, the error points to the missing tools folder in Update Services under C:\Program Files\Update Services. 

After re-installing WSUS, if we check Update Services folder, we cannot find the Tools folder which has wsusutil.exe.

To fix the problem re-install the WSUS and make sure the tools folder is created. Otherwise copy the tools folder from other WSUS installation.
